JOB SUMMARY  

Responsible to plan, coordinate, supervise and manage the District`s risk management, insurance, safety and security programs as it relates to general liability claims/litigation programs, the purchase and administration of insurance programs and development of safety and security programs. 

ESSENTIAL FUNCTIONS 

Plans, organizes, assigns, supervises, and reviews the work of staff participating in the Risk Management and Security division; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion. Develops and negotiates the purchase of commercial insurance policies for various divisions; monitors the effectiveness of program policies and procedures and recommends revisions. Authorizes, negotiates, and settles claims within designated authority; recommends liability claim settlements to the Board; recommends, develops, implements, and monitors the execution of claims policies and procedures for self-insured lines of coverage. Develops and manages requests for proposals for professional and/or contracted services, including security services and third-party administrators; prepares scope of work and any technical specifications; evaluates proposals, negotiations contracts, and recommends award; administers contracts to ensure compliance with District specifications and service quality. Oversees the facility inspections to ensure compliance with OSHA regulations; plans biannual safety drills at each facility. Respond on a 24-hour basis as needed to monitor, direct, and coordinate the response to District liability exposures as a result of various events and emergencies.

 REQUIRED KNOWLEDGE, SKILLS & ABILITY

 Knowledge of principles and practices of organization, budget administration, risk management, and employee supervision. Knowledge of principles and techniques for working with groups and fostering effective team interaction. Knowledge of principles and practices of general liability, insurance coverages, workers compensation, safety and security in public agencies. Knowledge of rules, regulations and laws pertaining to California civil code. Skills and ability to operate modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability to resolve conflicts and handle complaints, communicate effectively with staff, vendors, and the public. Ability to gather information, analyze data, compile recommendations based on the data and present recommendations to staff and/or MST Board. Ability to learn district and departmental operating policies and procedures. Ability to maintain confidentiality of records. 

MINIMUM QUALIFICATIONS & REQUIREMENTS

 Equivalent to a bachelor`s degree from an accredited college or university with major coursework in business administration, public administration, human resources, law, or related field, and five (5) years of increasingly responsible experience in risk management, insurance, and/or claims administration, including two (2) years of lead or supervisory experience. Must possess a valid drivers` license. Proof of COVID vaccination is required.
