An eligibility list will be established and the top ranks of candidates will be interviewed for final consideration and appointment. The eligibility list established will remain in effect for a period of six (6) months unless it no longer exists due to an insufficient number of available candidates.

Classified Salary Schedule: $4,680 to $5,143 per month with earning potential up to $5,917 per month, effective July 1, 2020. (Salary range placement will depend on education and experience. The Santa Cruz County Office of Education provides an Associate Degree stipend of $375 or a Bachelor’s stipend of $750 or a Master’s Stipend of $1,500 per year for eligible employees. The stipend amount will be prorated based upon FTE.)

Benefits: Employees assigned to this schedule are entitled to receive vision, dental and medical plans for the employee and their dependents. Employees have a choice between the following: 1) three HMOs; 2) two PPOs; 3) one catastrophic or 4) Kaiser. Each plan may have an employee premium contribution amount for which the employee can utilize a tax sheltered Section 125 Plan. Retirement benefits are accrued through the Public Employee Retirement System (CalPERS). CalPERS members are required to pay their portion of the retirement plan. The employee also receives long-term disability insurance and life insurance.

The current position will be assigned to the Payroll Support Desk: The Account Specialist IV (consisting of the following desk positions: Accounts Payable Audit/Accounts Receivable, Allocation and Tax Revenue Distributions, County Service Fund Support, Payroll, Payroll Support and Purchasing) performs complex and responsible clerical or accounting duties in the assigned area of responsibility; Gathers, calculates, verifies, inputs and makes determinations for proper and timely processing of payroll transactions for Certificated and Classified payrolls for the County Office of Education. Audits payroll transactions and resolves detailed problems and issues related to payroll transactions. Calculates, verifies and processes deductions. Reviews, balances, and prepares State unemployment and new hire reports. Requires an understanding of payroll systems, established policies and procedures, and State and Federal reporting laws and regulations. Other areas in the Payroll department: reviews, audits, corrects, processes and submits retirement reporting data for PERS and STRS according to established timelines; Reviews, balances, prepares and submits federal and state tax reports.

Essential Duties: Receive, process, verify, audit and file financial forms and documents and prepare journal entries. Compile, check and review payroll taxes, deductions and taxable wages. Research, compile, prepare and revise accounting data and documents; prepare and maintain a variety of financial and statistical reports, statements, files and reports related to accounts, funds, income, expenditures, transfers, journal entries and assigned activities. Prepare and maintain logs, records, and statistical data in the area of assignment. Interpret and evaluate financial statements, records and reports to assure accuracy, completeness and compliance with established guidelines, rules, regulations, and procedures; identify, investigate and resolve discrepancies. Monitor payroll and retirement documents and data for compliance with federal, state and local laws, rules, regulations, policies and procedures. Audit payroll transactions for school districts and resolve discrepancies; review, balance, and prepare federal and state tax reports and make necessary deposits and payments. Audit and process all pay history adjustments for school districts in the County. Balance and audit W-2s and process prior period adjustments for all school districts in the County. Prepare and assist in the preparation of State-mandated reports in accordance with established timelines as assigned. Answer questions regarding financial rules and regulations, accounting procedures, account balances, and related matters, resolve problems. Reconcile trust funds and bank statements. Prepare and type warrants. Interpret and comply with new tax and retirement laws and regulations. Input and update a variety of financial and statistical data in an assigned computer system; establish and maintain automated records and files; prepare spreadsheets and generate computerized reports, statements and documents; assure accuracy of input and output; and coordinate with Information Technology in establishing controls. Comply with the Santa Cruz County Office of Education board policies and administrative regulations. Prepare and make deposits. Serve as backup for other accounting personnel as needed. File and process routine documents. May answer telephones. Perform other job-related tasks as required.

Knowledge of—Methods, procedures and terminology used in accounting, payroll and retirement. Principles and techniques involved in payroll preparation and processing. Principles and techniques involved in retirement account preparation and processing. Accounting procedures as they relate to various federal, state, local, and school district policies and regulations. Analysis, use and interpretation of accounting and financial data, methods, practices, procedures and terminology used in bookkeeping and financial record keeping. Policies and objectives of assigned programs and activities. Data control procedures and data entry operations. General accounting and business functions, general ledger accounting and preparation of financial statements/accounting reports and records for an educational organization. Oral and written communication skills. Interpersonal skills including tact, patience and courtesy. Mathematical computations.

Skill and Ability to—Perform a variety of accounting duties in support of assigned accounts and budgets. Operate a computer and assigned software, standard office machines, calculator with speed and accuracy, and type at a speed of 35 words per minute. Establish and maintain financial and accounting records. Reconcile, balance, verify, and adjust assigned accounts. Compile information for general journal entries and calculate, post and adjust journal entries including income and expenditures. Interpret and apply pertinent payroll, retirement, and tax laws, rules, regulations, and procedures. Perform responsible clerical accounting work using independent judgment and initiative. Determine steps or procedures used to assemble, organize and prepare data for records and reports. Provide technical accounting for assigned functions to assure accuracy of financial transactions and compliance with established accounting principles, standards and requirements. Understand and implement time management tools to ensure efficiency. Post data and make mathematical calculations rapidly and accurately. Compare names and numbers rapidly and accurately detect, correct, or report errors efficiently. Perform routine and repetitive work to completion. Attend meetings, conferences, classes and in- service training.

Education and Experience: Any combination of education and experience equivalent to two years of college with major course work in accounting or related field and three years of experience. Equivalent to the completion of two years of college coursework in accounting or in a related field and three years of responsible job experience. Experience in a school district or in a county office of education is preferred.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.
