https://healthcenter.ucsc.edu (SHS) is a full-service medical facility offering clinical, educational, and psychological services to students on the UC Santa Cruz campus. SHS comprises a variety of clinical services including Laboratory and X-ray. We have an onsite retail pharmacy, offering both prescriptive pharmaceuticals and over-the-counter products. Other departments include Patient Support Services; Student Insurance Programs; Student Health Outreach and Promotion (SHOP) and the Condom Co-op; and Counseling and Psychological Services (CAPS). Student Health Services employs approximately 120 staff including Physicians, Lab Scientists, Pharmacists, Nurses, Radiologists, and other clinical and administrative staff.

Position Summary

The Pharmacy Director is responsible for the overall management of all pharmacy operations, supervision of the daily activities of the staff assigned to pharmacy operations, and for all operational activities and processes designed to provide evidence-based and cost effective medication dispensing, monitoring, distribution, customer service, and appropriate patient care. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs.

Serving as Pharmacist-in-Charge (PIC), the Pharmacy Director ensures that all legal, licensing and administrative requirements for the pharmacy are met by: Ensuring maintenance of pharmacy licenses in good standing; Preparing and updating policy and procedure manual; Posting all required notices; Keeping required forms and documents current and available to appropriate manager or agency such as the CA State Board of Pharmacy or DEA, as required.

The Pharmacy Director provides leadership and oversight for training, education, and competency of pharmacy staff. Provides guidance to subordinates to achieve goals in accordance with established policies. Recruits, hires, supervises and completes annual performance evaluations for all subordinate staff.

Pay, Benefits, & Work Schedule

Salary Information: $145,000 - $165,000 / Annually. Salary commensurate with skills, qualifications and experience.

Job Duties

25% - Compliance, Oversight and Collaboration

Pharmacist-in-Charge

Acts as Pharmacist-in-Charge (PIC). Ensures that all legal, licensing and administrative requirements for the pharmacy are met by: ensuring maintenance of pharmacy licenses in good standing; preparing and updating policy and procedure manual; posting all required notices; keeping required forms and documents current and available to appropriate manager or agency such as the CA State Board of Pharmacy or DEA, as required.

Participates in California State Board of Pharmacy and DEA inspections validating the efficacy of the security process and more, which may require collaboration with UCSC Police dispatch and the alarm and security teams.

Completes required quarterly controlled substance reports, biannual pharmacy self-assessments.

Compliance

Assures compliance with all regulatory agencies, licensing requirements and AAAHC standards.

Establishes, implements and monitors changes to policies and procedures concerning operations of the facility's pharmacy.

Informs appropriate Student Health Services (SHS) staff of changes in pharmacy policies and procedures as they occur.

Coordinates Pharmacy insurance reimbursements and applies co-pays and non-covered fees to students' AIS accounts. Lead contact for the UC SHIP Pharmacy PBM (Pharmacy Benefit Manager).

Reconciles daily billing; oversees and assists with maintenance of required logs; ensures all billing and patient information is complete and accurate.

Ensures proper maintenance of records, files and other references. Maintains required records; maintains internal pharmacy individual patient records for three years. Follows Records Management Disposition Schedule guidelines in disposing of records.

Professional Collaboration

Participates as a member of the UC SHS Pharmacy Directors Team.

Serves as chair of UCSC SHS Pharmacy & Therapeutics Committee.

Collaborates with SHS managers and campus affiliates notably with Environmental Health and Safety for researchers' controlled substances, and UCSC Police/Security.

Serves as a standing member of the SHS Quality Management Committee.

Serves as Lead on Hazardous Drugs (HD), hazardous waste and Safety Data Sheets.

Works with and assists clinical staff with Prior Authorizations.

May serve on other health services committees.

25% - Pharmacy Operations

Pharmaceutical Consultation including Formulary

Consults with and advises medical staff personnel regarding utilization of drugs and pharmaceuticals.

Keeps abreast of current drugs and related issues concerning new drugs or developments.

Evaluates new drugs and makes recommendations to the staff about their use; educates staff on available drugs including costs.

Provides drug information answers to questions from clinicians and patients.

Shares responsibility with clinicians on isotretinoin initiation requirements.

Maintains current formulary listing for practitioners via the contracted Pharmacy Benefit Manager (PBM), and Pharmacy &Therapeutics Committee.

Duties Performed by All Licensed Pharmacists (Rph's)

As needed, conducts pharmaceutical care; dispenses prescriptions written by licensed prescribers; dispenses stimulant, narcotic and hypnotic drugs using appropriate control measures; maintains appropriate prescription files and a record of drugs dispensed or repackaged; maintains appropriate inventory; provides patient consultation on new medications and providing customer service, immunizes patients with intramuscular vaccines per protocol, prescribes under protocols including emergency contraception, fills clinic pharmaceutical orders.

25% - Pharmacy Management

Information Technology, Security, Finance

Responsible for Pharmacy software and maintaining databases; works with a computerized pharmacy system to record prescription drug transactions and over-the-counter drug sales; prepares pharmacy statistics and reports, as needed..

Serves as the lead on the Pharmacy Point of Sale (POS) System requiring mandatory annual staff training and oversight for cash handling and credit card security and processing.

Maintains alarm and security system for the pharmacy, including properly operating equipment and responding to problems.

Purchasing and Vendor Management

Selects vendors and oversees inspection of pharmaceutical items received.

Works closely with University purchasing buyers; helps to evaluate vendors and contracts for campus-use, which may include involvement in RFI or RFP.

Responsible for department initiation for purchase orders for needed pharmaceutical supplies in clinics and pharmacy; processes proper paperwork.

Responsible for daily orders and transmissions to primary wholesaler; responsible for checking in order, labeling, completing and filing documents. Makes returns as necessary. Returns outdated medications to wholesaler, third party return company or manufacturer.

Purchases products for Student Health Services including vaccines, contraceptive devices and stock pharmaceuticals and supplies. Uses campus Pro-Card as necessary and reconciles required paperwork.

Inventory Control

Manages inventory to determine stock needs and assure use before expiration date according to guidelines.

Maintains perpetual controlled substance inventories and Annual Pharmacy Inventory.

Inventories, packages, stocks medication in clinical areas outside of Pharmacy in collaboration with clinic staff under Medical Director. Orders and distributes pharmacy products in the clinic.

Assists in Condom Co-op program and distribution.

25% - Resource Planning and Supervision

Fiscal Management and Resource Planning

Responsible for budget and fiscal management of the pharmacy: Reconciles internal reports to campus FIS system (Auditor Requirement, 1997).

Responsible for all pharmacy space, equipment, procedures.

Prepares accurate reports and maintains complete business records for all applicable services, including ad hoc reports as needed for OTC's, controlled substances, contraceptives etc.

Manages Purchasing contracts and interacts with Group Purchasing Organizations (GPO's).

Participates in pharmacy fee surveys and overseeing price updates, as appropriate.

Human Resources and Supervision

Ensures adequate staffing levels in the UCSC Pharmacy.

Responsible for recruiting, hiring, orienting and ongoing training and career development for Pharmacists, Pharmacy Technicians and any other pharmacy support staff and approved volunteers.

In accordance with campus policies and procedures and standards of licensure or certification, Responsible for evaluating, coaching and progressive discipline, as needed, for Pharmacists, Pharmacy Technicians and any other pharmacy support staff and approved volunteers.

Required Qualifications

• Possession of a CA Pharmacist License in good standing

• Graduation from an accredited school of pharmacy

• Possession of an Immunization Administration Certificate or equivalent

• Possession of an Emergency Contraception Provision or ability to obtain within 30 days of employment

• Three or more years of experience as a licensed Pharmacist in a retail or college health setting

• Experience as a Pharmacist-in-Charge (PIC)

• Strong knowledge of all pharmacy functions; with knowledge of all areas of pharmaceutical services and operations

• Knowledge of pharmacy consultation and education guidelines as well as community practice

• Strong skills in and knowledge of the practices of personnel management, supervision and conflict resolution

• Strong interpersonal and skills necessary to interact effectively with customers and other individuals in the medical field.

• Excellent written and oral communication and listening skills

• The ability to effectively collaborate with people of diverse backgrounds; Ability to follow, implement and encourage others to follow the UCSC Principles of Community

• Knowledge of and skills in working with pharmacy information systems

• Knowledge of electronic/medical records systems

• Strong knowledge of revenue generation, pharmacy budgets and inventory control

• Strong skills associated with managing a department budget according to campus policies and procedures

• Ability to independently adapt to and implement new systems, processes and procedures within specified deadlines
