BILINGUAL REGIONAL PROGRAM MANAGER 

REPORTS TO: Director of Programs 

STATUS: Full-Time, Exempt 

SALARY RANGE: $80,000-$90,000 

LOCATION: Santa Cruz and Monterey Counties; regular travel between TDC offices and community locations required. Evening and weekend work is required based on program and event needs.

POSITION SUMMARY 

The Bilingual Regional Program Manager is a full-time management position responsible for the development, implementation, coordination, and evaluation of LGBTQ+ programs, education, and community partnerships across Santa Cruz and Monterey Counties. 

Working closely with the Director of Programs, this position translates TDC's Theory of Change, strategic priorities, and grant commitments into high-quality programs and measurable community impact. The role requires both strategic thinking and hands-on execution, including program design and delivery, staff and volunteer coordination, training facilitation, community outreach, partnership development, event implementation, data collection, and evaluation. 

The Bilingual Regional Program Manager works extensively with schools, educators, parents and caregivers, youth-serving organizations, behavioral health partners, and LGBTQ+ community organizations. Spanish/English bilingual fluency and the ability to work effectively across cultures, generations, identities, and communities are essential to this role. 

KEY RESPONSIBILITIES 

Program Strategy & Management 

In partnership with the Director of Programs: 

• Translate TDC's Theory of Change, strategic priorities, grant requirements, and program frameworks into an annual work plan with clear goals, activities, milestones, outcomes, and measures of success. 
• Lead the implementation of assigned programs and initiatives across Santa Cruz and Monterey Counties, balancing strategic oversight with hands-on program delivery. 
• Facilitate regular program planning, coordination, and evaluation with members of the TDC program team. 
• Manage assigned program budgets and resources in alignment with organizational priorities and grant requirements. 
• Monitor progress toward program and grant deliverables and proactively identify challenges, opportunities, and necessary adjustments. 
• Develop and maintain program-specific policies, procedures, protocols, curricula, and implementation resources. 
• Collaborate across TDC departments to ensure programs are effectively communicated, promoted, staffed, evaluated, and supported.

Program Implementation & Evaluation 

• Develop and implement an annual calendar of programs, services, trainings, and events across Santa Cruz and Monterey Counties that responds to community needs and fulfills organizational and grant commitments. 
• Provide day-to-day leadership, coordination, and supervision to assigned staff, interns, contractors, and volunteers supporting program initiatives. 
• Ensure accurate and timely documentation of program activities, participation, outcomes, and other required grant and organizational data. 
• Collect qualitative and quantitative information, including participant feedback, surveys, evaluation data, and success stories, to assess program effectiveness and demonstrate impact. 
• Use program data and community feedback to identify opportunities for continuous improvement. 
• Develop outreach and engagement strategies that increase awareness, participation, and authentic engagement among priority populations. 
• Create meaningful opportunities for volunteers and community members to participate in program and event delivery, including supporting recruitment, orientation, training, and assignments. 
• Support the planning and implementation of TDC community events and regional activities as needed. 

Training & Education 

• Design and facilitate culturally responsive, LGBTQ+ affirming educational programs and Social Emotional Learning (SEL) curriculum. 
• Develop and facilitate LGBTQ+ inclusive and affirming trainings for educators, school personnel, community organizations, and other partners. 
• Develop and facilitate educational opportunities for parents and caregivers that strengthen LGBTQ+ acceptance, belonging, and family support. 
• Provide Family Acceptance Project information and other evidence-informed resources to parents, caregivers, educators, and service providers. 
• Adapt training and educational materials for different audiences, settings, cultures, and community needs, including Spanish-speaking participants and partners. 

School & Youth Partnerships 

• Build and maintain relationships with LGBTQ+ student clubs, GSAs, advisors, educators, administrators, school districts, and youth-serving organizations throughout Santa Cruz and Monterey Counties. 
• Provide consultation and technical assistance to schools interested in establishing or strengthening LGBTQ+ student clubs and support systems. 
• Provide resources, curriculum, and technical assistance that strengthen LGBTQ+ inclusive school environments and culturally responsive practices. 
• Support GSA advisors and student leaders with resources, program development, and connections to TDC services. 
• Organize and co-host regional GSA and LGBTQ+ youth activities and events. 
• Partner with schools and youth-serving agencies seeking support with LGBTQ+ cultural literacy, advocacy, belonging, and inclusive environments. 

Community Partnerships & Regional Outreach 

• Develop and maintain strong collaborative relationships with LGBTQ+ organizations, schools, behavioral health providers, youth-serving agencies, government partners, and other community stakeholders throughout the region. 
• Participate in Rainbow Connections partner meetings and support planning, implementation, coordination, and evaluation activities associated with the Monterey County Behavioral Health Rainbow Connections initiative. 
• Represent The Diversity Center at community meetings, coalitions, events, outreach activities, and other regional gatherings. 
• Serve as a knowledgeable resource to community partners on LGBTQ+ identity development, inclusion, belonging, access, and emerging community needs. 
• Conduct outreach and distribute TDC information and resources throughout Santa Cruz and Monterey Counties.
• Identify opportunities for collaboration that expand TDC's reach, strengthen community relationships, and advance organizational and program goals. 

REQUIRED QUALIFICATIONS 

We are seeking an experienced program professional who can work independently, build strong relationships, manage multiple priorities, and translate strategy into effective community programming. 

• Professional fluency in Spanish and English, including the ability to communicate effectively with community members and professional partners verbally and in writing. 
• Demonstrated commitment to The Diversity Center's mission and to creating equitable, inclusive, and affirming environments for LGBTQ+ communities. 
• Relevant professional experience managing community-based, educational, youth development, human services, or related programs. 
• Experience providing leadership, supervision, or coordination to staff, interns, volunteers, or multidisciplinary project teams. 
• Demonstrated experience designing, implementing, and evaluating programs, preferably involving youth, families, schools, or community development. 
• Experience working with school systems, educators, youth, parents/caregivers, or youth-serving organizations, particularly at the middle and high school levels. 
• Experience developing and facilitating trainings, workshops, curricula, or educational programs. 
• Experience working with grant-funded programs, including deliverables, data collection, reporting requirements, and outcome measurement. 
• Strong project management skills, with the ability to independently prioritize and manage multiple programs, deadlines, partnerships, and deliverables. 
• Excellent interpersonal, written, and verbal communication skills, including public speaking, facilitation, relationship building, and coalition-building capabilities. 
• Working proficiency with Google Workspace, including Gmail, Docs, Sheets, Forms, Slides, and related collaborative tools. 
• Ability and willingness to travel regularly throughout Santa Cruz and Monterey Counties and work occasional evenings and weekends. 

PREFERRED QUALIFICATIONS 

Additional experience in one or more of the following areas is highly valued: 

• Experience working with diverse LGBTQ+ communities, including transgender and non-binary people, LGBTQ+ People of Color, Spanish-speaking communities, and people from other historically underserved populations. 
• Education, training, or professional experience in social work, mental health, human services, education, public health, nonprofit management, youth development, or a related field. 
• Familiarity with Santa Cruz and Monterey Counties and regional LGBTQ+, education, behavioral health, and youth-serving networks. 
• Experience with evidence-informed or evidence-based program models and evaluation practices. 

SALARY & BENEFITS 

This is a full-time, exempt position with a salary range of $80,000-$90,000, depending on relevant experience and qualifications.

Because this is a community-facing management position, the Regional Program Manager must maintain sufficient flexibility to participate in programs, trainings, meetings, and events that periodically occur during evenings and weekends. 

PHYSICAL REQUIREMENTS & TRANSPORTATION 

The essential functions of this position involve regular activity at TDC offices, schools, partner locations, community events, and other program sites. With or without reasonable accommodation, the position requires the ability to: 

• Lift and carry program, outreach, and event materials weighing up to 25 pounds. 
• Stand and remain active for extended periods during programs, trainings, events, and community activities. 
• Move throughout office, school, community, and event spaces. 
• Participate in the physical set-up and breakdown of events, information booths, displays, trainings, and other program activities. 
• Perform routine physical tasks associated with preparing community spaces and supporting TDC programs and events. 

Regular travel throughout Santa Cruz and Monterey Counties is an essential function of this position. Employees must possess a valid California driver's license, have reliable access to transportation, and be able to travel to TDC offices, schools, community events, partner locations, and other work-related destinations throughout both counties. Business mileage is reimbursed in accordance with TDC policy.
