PURPOSE:

Reporting to the Associate Vice President for Facilities Management, the Director of Campus Planning and Development is responsible for campus planning, environmental compliance, design, construction, space planning and management, and inspection services. The incumbent provides leadership and administrative oversight of this critically important team.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

1. LEADERSHIP AND PEOPLE MANAGEMENT

Supervises and mentors planning, design and construction team staff. Establishes expectations, goals and objectives. Evaluates and prioritizes work assignments and associated financial resource allocation. Ensures the professional development of staff members. Works with the Associate Vice President to develop and implement policies and procedures. Serves as the campus administrator and the liaison to the Chancellor's Office in the coordination of programs/projects with the CSU system Office of Capital Planning, Design, and Construction.

2. PLANNING

Capital Projects: Directs development of short- and long-term planning and annual submission of the University's Capital Outlay Program (e.g., Five-Year Facilities Renewal and Capital Improvement Plan). Creates and oversees a collaborative process that identifies and prioritizes all projects included in the 5-year CIP, minor capital and deferred maintenance budgets. Identifies and oversees pursuit of extra funding (including but not limited to public-private partnerships, grants, donor events etc.) required to build the most innovative and sustainable projects. Collaborates and partners closely with Operations and Maintenance team on project life-cycle costing through planning, design, and construction and maintenance phases. Functions as the liaison between the campus and the CSU Chancellor's Office. Ensures compliance with California Environmental Quality Act (CEQA), including oversight of consultant-prepared Environmental Impact Reports.

Stakeholder/Client Engagement: Manages stakeholder engagement and development of project scopes. Represents campus end-users, project clients, campus technical staff, and the university community on all assigned capital projects. Ensures all project scopes reflect approved stakeholder input and ensures decision-making process documentation.

Major Plan/Project Development: Oversees development of project feasibility studies and resulting projects into the CIP. Translates project specific and campus wide visions into prioritized capital projects that are consistent with the long-term Master Plan goals. Ensures all projects and plans help the campus reach goals and objectives, such as enrollment planning, diversity and inclusion, health and wellness, and sustainability goals. Manages plan creation as necessary.

Planning Processes Creation and Outreach: Oversees the implementation of an official, clear and transparent planning and approval process for all physical campus projects. Ensures projects are initiated in and receive review and approval. Creates and oversees an internal integrated planning, design and construction process that clearly defines responsibilities, review and approval periods and timelines. Collaborates with the key stakeholders, such as academic colleges, independent auxiliaries and corporation, and Chancellor's Office in the development and recommendations of campus projects for approval.

Space Planning: Provides vision and leadership in the development of the University Physical Space Plan. Oversees development of the campus physical space needs and feasibility studies for major capital projects. Oversees the databases and information systems necessary to assess needs, make project decisions and produce reports.

3. DESIGN

• Oversees architectural and engineering consultant contract scope of work/request for proposal development and that work implementation is consistent with initial project definition and campus plans, goals and aesthetics. Identifies and provides Planning and Design project reviews and approvals at key points from conception through commissioning. Ensures cohesive aesthetic and design implemented throughout the campus physical environment.

• Develops and implements design guidelines, standards, and procedures. Employs management systems to ensure that all projects are managed in accordance with the State University Administrative Manual (SUAM)/PolicyStat and CSU guidelines.

• Ensures campus design guidelines and standards are continuously updated and made available to architectural and engineering consultants and the Facilities Management Department.

• Architect/Engineering/Contractor Selection - Ensures that the design documents, Request for Proposal/Qualifications and interview selection criteria meets the project scope.

4. CONSTRUCTION

• Responsible for all construction projects. Oversees architectural and engineering consultant contract scope of work/request for proposal development and that work implementation is consistent with initial project definition and campus plans, goals and aesthetics. Identifies and provides Planning and Design project reviews and approvals at key points from conception through commissioning. Ensures cohesive aesthetic and design implemented throughout the campus physical environment.

• Manages the preparation of Request for Qualifications (RFQ) and Request for Proposal (RFP) for consultants and design professionals. Supervises the negotiations and bids for construction and renovation contracts, and administers the contracts.

• Oversees inspection of renovations and new construction to ensure the proper management for, and enforcement of, the California Building Code to ensure that construction projects conducted on property owned by the university are completed in compliance with the code, related laws, and regulations.

5. FINANCIAL

• Provides input on budget development for the Planning, Design, and Construction functional areas. Manages assigned budget for the Campus Planning and Development team and ensures compliance with University policies. Allocates resources to meet competing and changing priorities or needs of projects/programs.

Other Functions:

• Participates in university task forces and special projects as required.

• Performs other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of planning, design and construction. Leadership and management skills to lead project committees and manage large and complex professional teams. Has work experience in department functions. Strong oral and written communication skills. Excellent customer service and public relations skills

Ability to: learn, interpret and apply a wide variety of Federal, State, and University regulations, policies and procedures independently, and use judgment and discretion to act when precedents do not exist. Anticipates the impact of office administration problems and solutions on other areas; analyzes operational and procedural problems and develops, recommends and evaluates proposed solutions. Analyzes budgetary data, and makes accurate projections requiring some inference. Writes and presents own reports. Effectively handles interpersonal interactions at all levels. Uses negotiation and persuasion skills verbally and in writing in a professional and tactful manner to achieve results and expedite projects.

MINIMUM QUALIFICATIONS:

Bachelor's degree from an accredited college or university in a related planning, design, construction, engineering, architecture, or closely-related field; and five years of work experience in capital projects with at least three years leading and/or supervising the work of others or an equivalent combination of education and experience.

Knowledge of the design and construction of university facilities and the relevant building codes.

PREFERRED QUALIFICATIONS:

Advanced degree from an accredited college or university in urban planning, environmental planning, architecture, engineering, construction management or closely-related; and more than five years of work experience in capital projects. Progressively responsible experience supervising the work of others and managing the activities of a building planning, design, and construction operation and/or managing capital projects.

Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
