DEPARTMENT OVERVIEW

Under the leadership of the Vice Chancellor for Research, the Office of Research has primary responsibility for research policy, planning and administration of the UC Santa Cruz Research enterprise. The Office of Research (OR) supports the research community through five units: the Office of Sponsored Projects, Research Development, the Office of Research Compliance Administration, the Innovation & Business Engagement HUB and the Office of Research Business & Operations

This unit supports campus research by ensuring compliance with a variety of federal and state requirements including Campus Native American Graves and Repatriation Act (NAGPRA).

JOB SUMMARY

Reporting to the Chancellor and the Vice Chancellor for Research (the Campus Native American Graves and Repatriation Act (NAGPRA) Campus Designee), through the Assistant Vice Chancellor for Research Administration, the Repatriation and Tribal Collaborations Coordinator is the official campus point of contact for tribes and tribal members concerning collaborations on all matter related to NAGPRA and California Native American Graves and Repatriation Act (CalNAGPRA). This responsibility includes consultation, repatriation, disposition, and access to Native American and Native Hawaiian human remains and cultural items. The Repatriation Coordinator is responsible for ensuring UC Santa Cruz adheres to and complies with UC Office of the President's (UCOP's) Native American Cultural Affiliation and Repatriation Policy and all associated state and federal laws.

The Coordinator will develop and implement an outreach program to proactively engage Native American communities around both NAGPRA and collaborative research activities. Cultivate internal and external contacts. Serve as primary resource and campus expert for staff and faculty regarding tribal relations and appropriate interactions for research collaborations.

APPOINTMENT INFORMATION

Budgeted Salary: $105,000 - $115,000/year. Salary commensurate with skills, qualifications and experience.

Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

50% - Build and maintain tribal relations

• Forms and maintains relationships with the designated Tribal Representatives, Tribal Historic Preservation Officers, and/or other representatives or organizations and engages in formal consultation that reflects the principles and characteristics as described in UC Native American Cultural Affiliation and Repatriation Policy.

• Partner and collaborate with other campus departments to foster UC Santa Cruz/Native American relationships.

• As appropriate, partner with others to support faculty, student and researcher outreach and connecting tribal partners with campus resources. Provides guidance in establishing partnerships.

• Initiate consultations with those authorized by tribal governments to consult on the tribe's behalf concerning repatriation, responding to information requests, and broader research collaboration opportunities.

20% - Coordinate NAGPRA program activities

• Oversee, report to, coordinate with and make recommendations to the UC Santa Cruz NAGPRA Implementation Committee.

• Review, analyze, and synthesize available data from scientific, anthropological, historic, and traditional forms of knowledge to inform cultural affiliation determinations.

• Manage administrative aspects of NAGPRA program which may include developing strategic work plan, supervising students, drafting reports, and overseeing related budget.

• Manage special projects including developing and maintaining a UC Santa Cruz NAGPRA web resources; identifying and applying for grants to support the NAGPRA program; engaging with and educating campus partners; and delivering professional and public presentations on the UC Santa Cruz NAGPRA compliance program.

• Manage the UC Santa Cruz NAGPRA- and CalNAGPRA-eligible collections, maintain current and accurate digital catalog records of collections, ensure that repository space is developed that meets UC Policy and federal curation standards, and consult with tribal representatives on culturally appropriate storage in compliance with federal curation standards.

20% - Negotiates directly with mid- to high-level stakeholders at various UC locations, public agencies, tribal groups and the community to develop solutions.

• Collaborates with appropriate UC Santa Cruz administrators/leadership, legal counsel, UC UCOP administrators, and tribal leaders on matters related to collaborations, program development, and repatriation.

• Manages and develops administrative compliance and executive advice on NAGPRA and CalNAGPRA and the UC Policy on Native American Cultural Affiliation and Repatriation matters, and serves as the campus point of contact to receive any and all NAGPRA/CalNAGPRA related inquiries or reports from tribes, the UC campus community, or others.

• Works with all research units, academic departments, and compliance units at UC Santa Cruz to: 1) maintain proper documentation of correspondence, consultations, loans, transfers, federal and state notices, inventories, summaries, and determinations regarding cultural affiliation, repatriation, or disposition, and 2) provide reports, notices, and documents as required by UCOP Native American Cultural Affiliation and Repatriation Policy.

10% - Administrative and Policy support

• Ensure UC Santa Cruz complies with all administrative and reporting requirements in the UC Native American Cultural Affiliation and Repatriation Policy. Reviews existing policies and advocates for changes as needed.

• Develop and implement relevant campus policies governing the management of cultural items and human remains.

• Makes recommendations to the UC Santa Cruz NAGPRA Implementation Committee.

REQUIRED QUALIFICATIONS

• Bachelor's degree in related area and/or equivalent experience and/or training.

• Experience working with American Indian/Alaska Native/Indigenous populations including a demonstrated understanding of tribal consultation practices and processes.

• Proven ability to handle highly sensitive and confidential issues that require independent judgment, strict discretion, and confidentiality.

• Ability to create relationships and network with tribal community members, agencies, potential partners, University administration, faculty, staff, and students.

• Strong skills in short and long range planning, program and project management, facilitation and collaboration.

• Strong ability to coach, facilitate and influence people at all levels.

• Demonstrated ability to provide leadership in creating a climate of trust and respect with tribal communities. Ability to foster cooperative relationships with tribal community members and co-workers as a member or leader of a workgroup.

• Proven ability to research, analyze and prepare executive-level documents, reports, and summaries.

• Excellent written communication skills. Demonstrated ability to compose error-free, concise, well-organized, and unambiguous prose to communicate complex information and findings to a variety of audiences

• Excellent verbal communication skills.

• Knowledge and understanding of UC Native American Cultural Affiliation and Repatriation Policy. Knowledge and understanding of the federal Native American Graves Protection and Repatriation Act and its accompanying regulations.

• Experience handling, curating, and/or managing archeological or cultural collections, including digital records of collections.

PREFERRED QUALIFICATIONS

• Advanced degree preferred.

• Knowledge of California Native American cultures and history.

SPECIAL CONDITIONS OF EMPLOYMENT

• Selected candidate will be required to pass a pre-employment criminal history background check.

• This position requires on-campus work and may be considered for hybrid work, subject to the terms of a telecommuting agreement and dependent on the needs of the research community. While telecommuting, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working in person at a UCSC worksite.
