WATER QUALITY COMPLIANCE COORDINATOR

Description:

Soquel Creek Water District is seeking a skilled, motivated Water Quality Compliance Coordinator responsible for the administration of the District`s Water Quality Control and Compliance program. This key position in the Water Resources Department is responsible for ensuring the District`s potable water supply complies with California State Water Resources Control Board and U.S. Environmental Protection Agency regulations related to water quality. Come join this dynamic team!

KEY RESPONSIBILITIES

  • Establishes, implements, and maintains water sampling operations and procedures; updates monitoring schedules; plans and conducts sampling and analysis of source water, treatment plant effluent and distribution system water for compliance with water quality regulations; performs field tests and preserves samples. Coordinates and assists with monitoring well sampling.
  • Coordinates lab testing and analyses conducted by contract labs; reviews, interprets, and approves lab reports, communicates results, coordinates analysis; coordinates regulatory compliance programs.
  • Evaluates and interprets analytical data for compliance with current water quality standards and regulatory compliance; evaluates data to optimize treatment plant performance; communicates results, coordinates analysis and recommends adjustments based upon analysis. 
  • Monitors status and potential impacts of upcoming changes in water quality and regulatory compliance; ensures compliance with Federal, State and local laws, rules, regulations and; stays informed of legislative changes and makes recommendations on procedures to comply with new regulations. 
  • Prepares and submits reports to the State Water Resources Control Board, U.S. Environmental Protection Agency and County Environmental Health Services. 
  • Compiles data for annual and other reports consistent with regulatory requirements.
  • Assists in the preparing permit applications including National Pollutant Discharge Elimination System (NPDES) for wells, main repairs, and wastewater discharge to waterways; prepares other permit applications, such as Regional Water Quality Control Board water quality certifications.
  • Plans and conducts research and analysis; compiles and analyzes data on special water quality and regulatory compliance issues; prepares reports, evaluates options and makes recommendations for action.
  • Provides information and responds to inquiries from the public regarding water quality and monitoring results; interacts frequently with other agencies on water quality issues.
  • Utilizes technology related to water quality and distribution functions and analysis; administers information management data base; utilizes a variety of programs and applications to prepare spreadsheets, graphical data presentations, reports and correspondence.
  • Makes budget recommendations, monitors budgets related to water quality activities.
  • Performs after-hours activities in response to emergency situations.
  • Performs related duties as required.

 

KNOWLEDGE, SKILLS & ABILITIES: 

  • Pertinent local, state and federal rules, regulations and laws related to public water systems, such as Safe Drinking Water Act and California Code of Regulations, Title 22, and other relevant water quality standards.
  • Water quality sampling technology, methods and procedures within drinking water systems.
  • Water quality instrumentation, technology, equipment, analytical lab procedures.
  • Water quality treatment processes and technology that treat, blend, or condition the water supply of a public water system to meet drinking water standards such as chlorination and oxidation. 
  • Water quality control and quality assurance principles and practices.
  • Water distribution systems including storage tanks, mains, valves, dead ends, and water system hydraulics.
  • Software applications, such as Word, Excel, GIS, and SCADA systems.
  • Safety precautions and standards pertaining to the work, including the handling of hazardous chemicals.
  • Methods and techniques for data management, record keeping and report preparation.
  • Understand, interpret, explain and apply laws, rules, regulations, policies and procedures.
  • Collect, organize, prioritize, interpret and evaluate a variety of information and data.
  • Work independently and apply good judgment in assigning priorities to workload. 
  • Establish and maintain effective working relationships.

 

EDUCATION, EXPERIENCE: A Bachelor`s degree from an accredited college or university with major course work in environmental or laboratory science or a related field and two (2) years of experience performing water quality sampling and analysis, including some program coordination responsibilities.  Note: Two (2) years of additional related experience may substitute for the Bachelor`s degree. 

OTHER REQUIREMENTS AND DESIRED QUALITIES

Driver's License: Possession of a valid California Driver's License and a satisfactory driving record.

Water Operator Certifications: Possession at time of appointment and continued maintenance of a California Division of Drinking Water Grade T-2 Water Treatment Operator`s certificate. California Division of Drinking Water Grade D-2 Distribution Operator`s certificate. Must apply to take the first available certification exam from date of hire or appointment to the position and apply for certification within 30 days of receipt of successful test results.  A max of 3 consecutive exams will be allowed to meet the D-2 certification requirement. 

Emergency Work: Willingness to be available for after-hours emergency work. 

Work Schedule: Willingness to attend evening meetings.

 

COMPENSATION AND BENEFITS

Compensation: $6,670 - $9,436 monthly / $38.48 - $54.44 hourly (eligible for OT)

Health Insurance: Medical – We pay 90% premiums (base plan). Dental/Vision – We pay 100% premiums. 

Life Insurance: Term Life – We pay 100% premiums: 2xSalary/$200k maximum. Voluntary additional coverage. 

Retirement: CalPERS membership: Classic 2.5%@55 or PEPRA 2%@62 (District does not contribute to Social Security).

Deferred Compensation: 457 voluntary deferred compensation plan.

Vacation: 12 to 25 paid days depending on length of service. 

Holidays: 12 paid holidays plus 2 floating holidays. 

Sick Leave: 12 paid days.
